Children love role-playing games. And they really love it when you role-play with them. So to get them keen on brushing, try playing a simple game where your child is a dentist who has to brush your teeth. Then swap over so you get to brush theirs.

You could even practice lying on the chair and having a check-up. Or you could let them keep a doll or toy in the bathroom and make your child responsible for keeping its teeth clean. To really help the child feel like this job means they have a responsibility like a proper grown up, you could even give your child a separate brush especially for the toy.
